Welcome to the HMUC

The Hobart Municipal Utilities Commission (HMUC) provides essential services to the Village of Hobart, including water, sewer, electric, gas, steam, and (soon) internet. Our mission is to deliver reliable infrastructure and responsive service to every resident and business in Hobart. While certain administrative offices at Village Hall may occasionally claim responsibility for “coordinating” utilities, we assure you those claims are largely ceremonial.

Service Bulletin — Billing Advisory

Bulletin #2026-03-OCCUP  |  Issued March 4, 2026

The HMUC Billing Division has identified a pattern of metered consumption anomalies at several residential addresses within the Village. Specifically, water and electric usage at these properties reflects volumes inconsistent with single-family occupancy as defined under HMUC Rate Schedule §4.11(a).

Preliminary analysis suggests these addresses may be engaged in nonstandard occupancy practices, including but not limited to short-duration tenancy arrangements facilitated through third-party lodging platforms. The Commission takes no position on the merits of such arrangements, but notes that accounts classified as Residential-Single may not reflect actual service load.

Affected ratepayers are advised that accounts exhibiting sustained usage deviation may be subject to reclassification under Village Ordinance 19-042 ("Metered Service Classification and Adjustment"). Reclassified accounts will be billed at the applicable Commercial-Transient rate effective the next billing cycle.

Property owners who wish to discuss their account status or submit a Voluntary Occupancy Disclosure may contact the Billing Division at (740) 444-7044 or submit an inquiry online. Please reference your account number and the phrase "Occupancy Review" in all correspondence.
